Decay Factor

Controls how much weight recent years receive. Higher values (e.g., 3.0) give more weight to recent data, lower values (e.g., 0.5) distribute weight more evenly.

Lookback Years

Number of historical years to consider. More years = more stable patterns but less responsive to recent changes.

Growth Multiplier

Applied to all distributed budgets. Use 1.05 for 5% growth, 0.95 for 5% reduction, 1.0 for no change.

PDV Constraints
